Mexican Layered Casserole

This is from my friend at church, Ruthie Green. She's a mother of 12 with number 13 on the way! So, she should know about feeding a troop!
 
Mexican Layered Casserole:
 
Sauce: 2 C water, 2-3 T chili powder, 1 tsp garlic powder, 1-2 T oil, 1 tsp vinegar, 1 tsp oregano, 1/2 tsp salt
 
Layer: Sauce in cass. dish, tortillas (1-2 packages), chopped cooked chicken, cheese, sauce, final layer-tortilla & cheese sauce. Bake at 350 degrees for 30 minutes. (Don't cover) Top with sour cream, chopped tomatoes, black olives, salsa
 
Can be done in a crockpot as well.
